Hull Warm Zones

The project

The relationship and length of contract that Warm Zones holds with Hull City Council (HCC) is a testament to Warm Zones’ project management skills. The Warm Zone in Hull was first established in 2001 but became independently managed by Warm Zones in 2005. Over the past 13 years, the scope and remit of Warm Zones’ project management have changed as HCC’s needs have altered as this ongoing strategic partnership has grown. The Hull project has now become one of the largest solid wall insulation schemes in the UK.

Warm Zones team in Hull deliver tangible results and are integral to HCC’s fuel poverty and energy efficiency plans. They are so highly regarded that Warm Zones’ Hull Operations Manager is chair of their Affordable Warmth Steering Group which examines the long-term planning and strategies to address fuel poverty in Hull.

In Hull, Warm Zones manages projects that deliver a holistic range of support to tackle fuel poverty including:

  • Awareness raising and generation of referrals
  • Measures installation programmes including heating and insulation
  • Benefit entitlement checks
  • Multiple funding streams to maximise HCC funding
  • Management of data including capturing, storing and analysis of both personal and property data which helps assess needs, track the services delivered and outcomes
  • Referrals to HCC’s Collective Energy Purchasing Offer
  • Management of the Hull Hotspots scheme which is a multi-agency referral scheme to access support
  • Energy efficiency advice and fuel switching support

The delivery

Warm Zones’ project management in Hull goes above and beyond the contractual requirements, delivering many additional value-added services and support to residents who are in much need of assistance. Their pragmatic and flexible approach to project management has enabled them to adapt and tailor their services to meet both the customer and client needs.

Over the course of the Hull project, many thousands of people have benefited. Between January 2017 and March 2018 alone the project has delivered:

  • 635 measures installed including EWI, CWI, LI, heating
  • Benefit entitlement checks resulting in an average additional income of over £3,600 per year per household
  • £4,807,637 of funding
  • £132,743 total annual bill savings
